Suspect accused of assault with car

Authorities arrested a Rock Hill woman in a hit and run that left a Fort Mill woman with a broken foot and broken toes.

Authorities charged Phyllecia Chantel Whitlock, 22, of 1240 Curtis St. in Rock Hill with assault and battery with intent to kill in connection with the April 24 incident in a Fort Mill church parking lot, said Capt. Jerry Hoffman of York County Sheriff's Office.

On that day, as Stacey Burns and next-door neighbor Christy Nelson watched their children play in the Lighthouse Church parking lot, a car whizzed by. The women told the driver to slow down. She drove down the street, turned around and stopped in front of Burns' driveway, where a verbal confrontation ensued.

The motorist drove to the church parking lot and accelerated toward them, according to a report.

Meanwhile, Burns and Nelson ran toward the children. Burns was hit by the car after she pushed one of her daughters out of the way, she said.

The report states Burns ran in front of the car to save the children and was dragged.

Nelson pulled Burns off the car before the woman drove off with an infant and male passenger, the report shows. Burns also suffered a bruised hip and pelvic bone. Whitlock was released from the York County Detention Center Friday, May 2, on a $10,000 bond.
