'Town center' planned for Panhandle
Four developers are working together to create a "town center" for Indian Land, including space for retail businesses, multi and single family homes and medical offices.
The developers are working individually on the plans for their properties, but the they are working together on building infrastructure that would benefit each of them, said Tom Cluderay, a partner with Argus Properties.
Among the plans being considered for the town center, Cluderay said, is moving the current recreation center and EMS station to a new location within the town center development. A new location would allow it to be upgraded and improved, he added.
"We're all working together to get various approvals and a bond issue in place to provide a sewer line to serve that whole corridor and things like that," Cluderay said. "The benefit is that there is a synergy in the sense that we share in the infrastructure costs, road improvements, and utility improvements."
York Development Group, of Charlotte, Coleman Associates, based in Raleigh, N.C., Argus Properties and Inspiration Networks are working together to develop property stretching from Inspiration Networks on Hwy. 521 to the intersection of Collins Road and Hwy. 521, Cluderay said. Argus is developing 17 acres at Hwy. 521 and Collins Road. In 2007, the Fort Mill Times reported Kohl's Department Store was eyeing the property. Stanford Garnett, leasing director with Argus, said that Kohl's is still eyeing several properties in the area, including the Collins Road property.
Plans for the development, referred to as SouthTrace on the Argus Properties Web site, include an anchor grocery store, big-box retail, small retail and outlets.
Coleman Associates represents the property owners of 411 acres on Collins Road, behind the Indian Land Recreation Center. They recently submitted plans to the Lancaster County Planning Department that show 510 single-family residences, 150 multi-family residences, 300 apartments, up to 250,000 square-feet of retail and office space and 150,000 square feet for hospital or medical use. Coleman Associates will meet with the planning commission on Aug. 19 for a formal presentation of their plans.
"I can tell you that we have secured some additional land to protect our investment in the City of Light," John Roos, senior vice president for Inspiration Networks wrote in an e-mail to the Fort Mill Times. "However, no plans about the use of this land have been finalized and we have nothing to announce at this time."
Cooperation among developers is rare, Cluderay said, but in this case they all felt it would be worth while to the community and to developing the property.
"Usually developers go at each others throats and don't take any prisoners, but there's not a lot of overlap in terms of usage and everyone sees the benefit of making that the town center of the Indian Land area and creating something where the whole is the greater than the sum of its parts," Cluderay said.
