New ‘super subdivision’ could mean another 1,000 new homes to Fort Mill

— Fort Mill’s residential base could be growing – by a bunch.

On April 23 the town planning commission heard a proposal that could bring 1,000 new homes to town. That’s the same amount as the planned build-out at Massey, and several hundred more than Springfield.

The new project still needs Town Council approval and much of the property would need annexation.

Lennar Homes submitted the proposal for Waterside on the Catawba, located on 470 acres between Whites Road and the Catawba River. Land parcel owners are the White family, Springland and Clear Springs-Bradley Park. Most of the property is in unincorporated York County with a zoning density of less than half what’s proposed.

A staff recommendation prior to the planning commission meeting noted several annexation and rezoning steps needed before the “large, fairly complex” project could be finalized. There’s also work to be done ensuring a second entrance to the development.

“There are a lot of moving pieces on this one,” said Joe Cronin, assistant town manager and planning director.

The project would include 20 percent open space and some municipal use. More items on Waterside will come back to the commission next month. If approved, it’ll roughly be the size of the ongoing Massey neighborhood. Massey has an elementary school planned as part of an approved 1,008 homes on 465 acres off Doby’s Bridge Road.

“It is fair to say that the Waterside and Massey projects will be very similar in size and scope,” Cronin said.

The planning commission heard of and approved a smaller addition of homes in Springfield. Currently the third phase there is approved for 109 homes, the fourth phase for 97. The latest proposal would add 61 combined lots to those two phases. Along with existing neighborhoods, the Springfield total would increase to 618 homes.

Town staff recommended approval because 618 is still less than the allowable 649 homes in that zoning.

Also given approval by the planning commission was a Fort Mill School District annexation request for the 21-acre site at Pleasant Knoll Elementary School and another for property where the town wastewater treatment facility is. The annexation of a new Riverview Elementary School site in early May made the wastewater treatment plant property, already owned by the town, contiguous and able for annex.

Final decisions on all of those decision come from Town Council.
