FORT MILL — Plans for a new Crescent Communities subdivision are on their way to Fort Mill Town Council for a vote.
Last week the town’s planning commission recommended approval for a plan to annex property on Suttonview Road. The commission gave the same vote to a concept plan and development conditions. Town Council will take its first look at the project next month.
Crescent Communities applied for annexation at 1999 Suttonview Road, a parcel of land totaling almost 282 acres. A 2005 planned development agreement with York County currently allows for office and light industrial uses with 40 percent open space, 40-foot buffers and a nature trail along the Catawba River.
The new zoning with annexation would require only 20 percent open space and a 35-foot buffer, allowing single or multi-family residences. Crescent proposes 650 new homes with riverfront recreational amenities. Planning staff’s recommendation to the commission notes the property is “one of the few large parcels remaining” along I-77 for still available for large-scale, nonresidential use.
“This will likely eliminate a possible future economic development site along the I-77 corridor,” it reads.
More than 5,000 feet of trail along the river would include a public parking and access area to qualify for the new mixed-use zoning. There’s also 1 acre owned by York County that’s within the overall property, site of the county water main booster station.
The planning commission voted 5-0 to recommend the approval. The concept plan did see some changes, but none to the number of homes allowed or distance of public trail. Changes related to where parking and public access would be, who would be responsible for maintenance, what infrastructure requirements would be in place and pedestrian access to a future school site there.
“There were some substantive changes recommended,” said Joe Cronin, town planning director.
The commission also heard a request to subdivide a 7.7-acre parcel into two smaller ones along Kingsley Park Drive, near S.C. 160 West and I-77. The property is zoned highway commercial. The commission recommended approval of the plan.
Final decisions on all three items will come from Fort Mill Town Council members.
